1. Offer
IMP is a multi-tenant software workspace in which an organisation records people and consent, results and learning, evaluation answers, and claims and vendors under one login. Residual data and taxonomies remain with the host after close-out.
Artificial intelligence may draft design, analysis, and client packs. Humans Accept before those drafts are treated as team-approved. IMP does not publish findings to donors by itself.

3. Out of scope (unless separately specified)
- National-scale offline enumeration / HMIS
- Committee-portal IRB filing (stamped translations, signed letters of support, CVs as legal artefacts)
- Full ERP / general ledger (Unit4, SAP)
- Write-back to Kobo; nightly scheduled pull (manual pull is live)
- Zero-human evaluation or automated payment approval
4. Suggested RFP language
Supplier shall provide a multi-tenant SaaS workspace covering programme delivery records, MERL results, evaluation design and evidence management, and basic expense claims, with role-based access, human acceptance gates for AI-assisted drafts, optional read-only Kobo pull, an IRB working dossier, and exportable letterheaded client packs.
5. Security and privacy (summary)
- Authentication via Clerk (SSO available on the Clerk plan)
- Organisation-scoped records; server actions do not trust client-supplied org ids
- HTTPS in production; Kobo tokens encrypted at rest, Admin-only
- Data Processing Agreement executed outside the application (see live DPA summary)
- Formal ISO / pen-test evidence available on enterprise request
6. Pilot (recommended)
90 days · one organisation tenant · up to 15 users · one primary path (Evaluation or Delivery+MERL).
Success: time-to-first design Accept or first period actuals + learning note or one Kobo pull that matches a known row or one letterheaded board pack.
Commercial track: institutional packages — not solo freelancer rates.
